Translation Memory penalties are used to control how Déjà Vu decides what match to insert into a segment, or to present to the user, when it finds several matches in the TMs attached to the project.
When Déjà Vu retrieves an exact or fuzzy match from a TM that has a penalty value assigned to it, it subtracts the penalty value from the match's score, and then uses the resulting value for the score to decide how to use the match.
